We are introduced to Minister Voigt in 05.175. He is one of the fifteen people Grace meets with on the Chinese aircraft carrier. He is said to speak “with a thick German accent”.

The narrator refers to him in 05.188 as “German Guy” and we find out his name in 05.190 thanks to Stratt. The narrator occasionally refers to him even after this as “The German”. In 05.238 we find out he is “Germany’s minister of foreign affairs”.

He shoots to his feet (05.175), demands (05.177), raises his hand (05.188), scowls (05.199), huffs (05.201), and chuckles (05.238).

Minister Voigt’s direct speech consists of 13 quoted passages, 103 tokens, and 74 unique words.

He is the only character to say the words ‘circumvent’, ‘warum’, ‘haben’, ‘sie’, ‘persuasive’, ‘Germany’, ‘processes’, ‘secretary’, or ‘dare’ and the only person other than the narrator to use the words ‘showing’, ‘background’, or ‘equivalent’.
